Entry Visa and Arrival in Italy

Without prejudice to the assessment of migration risk (ref. Interministerial Decree No. 850/2011, Article 4, paragraph 2, as referred to in the Introductory Note of these “Procedures”), in order to obtain a Study Visa for University Enrollment (National Visa Type D) and subsequently a residence permit, an international student must demonstrate possession of the following requirements:

1. Financial means of support for the intended stay: Such means are quantified at €10,179.85 per year. The availability of these financial resources must derive from lawful and traceable sources and should preferably be personal; alternatively, they may be provided by the student’s family unit (relatives up to the fourth degree of kinship). Where permitted in the country of origin, revolving bank accounts and blocked accounts held in the student's name are the preferred forms of financial proof.
2. Suitable accommodation within the national territory: A mere application for, or eligibility to obtain, accommodation in a university residence does not constitute valid documentation for the purpose of proving the availability of suitable accommodation in Italy
3. Adequate health insurance coverage for medical treatment and hospitalisation (Article 39, paragraph 3, of Legislative Decree No. 286/1998 and the Directive of the Ministry of the Interior of 1 March 2000), which the student must demonstrate possession of when applying for a residence permit.

Please note that, starting from January 11, 2025, fingerprint collection is also mandatory for national visas (ref. Legislative Decree 145/2024).

In cases where a STUDY visa for University Enrolment (type D "national") is issued to an individual applicant, the competent diplomatic-consular representation must confirm the conclusion of this procedure on the Universitaly portal.

Once in Italy and by the eighth working day, students must request the residence permit (Permesso di soggiorno) for study purposes at their local Questura (police headquarters). The request may be presented to Post offices, using the appropriate kit available at the said offices or directly to the CAF office which fulfill the request for you. At the time of request, students will be given an appointment date to go to the Questura for photo/fingerprint submission.

The receipt of the request application is proof of legal stay in Italy while waiting for the issue of a residence permit. The residence permit (or, while waiting for this, the receipt of application) must be presented at the university Secretariat along with the rest of the documentation.

If the student is an EU citizen, a residence permit as such is not required, but student has to register with his/her local civil records office.

If the student is a non-EU citizen, he/she has to fill in and submit the residence permit application kit.

It is extremely important to have valid health insurance, as it is also required to apply for a residence permit within 8 days of students’ arrival in the country.

The Italian tax code or “codice fiscale” is an identification code issued by the Ministry of Finance which is needed in order to open a current account or sign contracts.

The tax code can be obtained before or after arriving in Italy.

Citizens residing abroad can request it to the Italian consular-diplomatic representation in their country of residence, before arriving in Italy.

In Italy it can be requested from the local “Agenzia delle Entrate” (Revenue Agency) of Teramo during opening hours and by appointment, which has to be booked on the Agency’s website.

The followind documents are required:

• the application form, which must be completed and signed.

If the student has not yet a permanent address in Italy, he/she can leave box C blank;

• for non-EU citizens: valid passport, with visa (when required);
• for EU citizens: passport or identity document.
