Curriculum english version

   Pia Acconci has been a researcher and a professor of European Union Law and International Law for more than twenty years. At present, she is a full professor of International Law at the University of Teramo.

Since January 2022, head of the advanced course of lectures on "Media, Arti, Culture" of the Faculty (today Department) of  Communication Science.

From 1 September 2018 to 28 February 2023, she was the academic coordinator of the Teaching and Research Module that was selected for EU-cofunding within the 'Erasmus+ Programme – Jean Monnet Activities'. Call for proposals 2018 – EAC/A05/2017. Reference: 600086-EPP-1-2018-1-IT-EPPJMO-MODULE. Project Title: "EU Investment Law" (also academic coordinator of the Newsletter "EU Investment Law" on http://euil.unite.it).

 She has taught at several universities and took part in many conferences both in Italy and abroad. Specifically, she was a Professor of International Law on Investments on a temporary appointment at the Amsterdam Law School of the University of Amsterdam (2002, 2005 and 2006).

Since 2020, she has been a member of the Board of Editors of the Italian Yearbook of International Law.

 Since 2013 she has been a member of the teaching panel (collegio docenti) of the Ph.D. of the University Bocconi in ‘International Law and Economics’ (since XXIX session).

  Since 2015 she has been the member of the Committee on 'Global Health Law' of the International Law Association on appointment by the ILA Italian Branch.

  Since 2016 she has been a co-coordinator of the Interest Group on 'International and EU Health Law' of the Italian Society of International Law (SIDI).

 Since 2014 she has been a member of the Scientific Board of the Series on International Law and European Union Law of Roma3 EPress. She has been member of the Italian Society of International Law (since 1997), member of the Editing Staff of the Italian Yearbook of International Law (since 1999) and member of the Italian Branch of the International Law Association (since 2004).

In 2016 she was one of the founding members of the Interest Group on 'International Health Law' of the European Society of International Law (ESIL).

 She got a Ph.D. in International Economic Law at the Università of Bergamo, Università of Turin and Università Commerciale L. Bocconi, Milan in 1997, an Italian National Research Council (CNR) Fellowship from 1998 to 1999, was a Temporary OECD Consultant, Category II, to do research for a Working Paper on "Issues for the Forthcoming Review of the OECD Guidelines for MNEs" (December 1997-March 1998) and was awarded the special prize "eccellenza nella ricerca" ("Excellency in Research") at the Università Commerciale L. Bocconi, Milan in 2002.

 She was also a member of the ILA Committee on 'International Law concerning Foreign Direct Investment' of the International Law Association on appointment by the ILA Italian Branch (2004-2008).

  From 2012 to 30 April 2016: she was a member of the teaching panel (collegio docenti) of the Law Session of the Ph.D. in ‘Scienze giuridiche e politiche internazionali e della comunicazione’ (Law, International Policies and Communication), (XXVIII session), University of Teramo. From 13 March 2013 to 30 April 2016: Co-ordinator of this session.

  Her writings mainly concern international investment law with particular regard to the requirement of corporate nationality, the definition of the investment, the field of application of the most-favoured-nation treatment standard and the relevance of non-investment concerns, the promotion of corporate social responsibility and sustainable development within international law and European Union law, human rights protection and health issues in international law, as well as the legal and policy framework of the functioning of international organizations.

 

A Short Summary of My Research Activities

One area of my research activities and interests has been international law on investment, with focus on the definition – ratione personae and ratione materiae – of investment and on multinational enterprises. My first book analyses the nationality issue of these enterprises. I published some articles on the relationship between the activity of such enterprises and the protection of human rights. I also published several articles concerning the promotion of corporate social responsibility at an international law level. Further research has been on the most-favoured-nation treatment standard within international investment law. I have also been interested in the EU approach to international investment law after the entry into force of the Lisbon Treaty. A few of my articles concern such an approach, with particular regard to the attempts made by the Commission to revise the typical legal framework of international investment treaties, in order to establish a new balance of the conflicting interests in the international investment arena. These attempts relate to the dispute settlement of State-investor disputes and to the integration of sustainable development into the policy and legal framework on investment (I co-edited a book with Cambridge University Press on the relevance of general interests of host States within international and EU law). The other main area of my research activities and interests has been the protection of health under international and EU law. My second book concerns health as an individual human right, as well as an interest which needs to be protected collectively through a public approach. This transpires from the relationship between health and international concerns like the environment, other human rights, international peace and security and food security. I also published a number of articles on the TRIPs Agreement, particularly on the issue of access to essential drugs in poor countries. Due to the increasing influence of the European Union on international and domestic laws, my research has included EU law concerning energy, food safety, corporations and corporate social responsibility (I edited a book on this subject), as well as EU health law. I have also researched the possible hierarchy of EU normative sources. In addition, I have focused on the EU post-Lisbon international trade agreements that have been signed and/or are under negotiation. I published an article on international regulatory cooperation. I co-edited an open-access book with University of Bologna University Press on the impact of the Covid-19 emergency on trade, investment and employment in 2020 and published several articles in English and an open-access monograph on the sustainability of foreign investment within international and EU law in Italian in 2023. At present, I am focusing on the international and EU actions on the control of non-communicable diseases, in particular on tobacco control, food safety and security, and the 'One Health' approach after the Covid-19 pandemic and on what relationship can be established between these topics related to international health law and international investment law. As the academic coordinator of the Jean Monnet Teaching and Research Module on "EU Investment Law", I have also carried out extensive research activities on this topic. Inspired by all I learned during this Module, in 2023, I published my third book on "Sustainable Foreign Investment. International and EU Law and Governance". In addition, since 2020 I have done in-depth research activities on the assessment of international and EU responses to the need of regulating the digitalization process, its cut-hedging developments, such as the industrial use of algorithms and neuroscience, and interaction with fields related to communication. I have focused on public communication issues in one specific article on the communication by international organizations before and in the aftermath of the Covid-19 pandemic in times of increasing armed conflicts. Besides, I published a contribution concerning the actions of international organizations on neuroscience to a UNESCO publication on neuroscience in 2023. My research activity has also been about the international legal and policy framework on disinformation. In the next future I am going to expand this activity in relation to the functioning of international organizations under the pressure of contemporary emergencies and challenges.
